Phone-In Competitions Ruled Illegal
BANGKOK, Thailand (October 8, 2002) -- The Council of State
has outlawed TV phone-in competitions that encourage viewers
to predict the results of football matches, saying both broadcasters
and gamblers may be prosecuted. In the absence of a special
ministerial ruling, the council has ruled the phone-ins constitute
a violation of the Gambling Act. Individuals responsible for
broadcasting the 1900 phone-in numbers, or taking part in the
competitions faced penalties of up to one year in prison and/or
a 1,000-baht fine. A House sub-committee began monitoring gambling
on football matches in the run-up to the World Cup in June after
predicting it would become a major social problem. SOURCE: Compiled

Bank Shelves Savings Lottery Ticket Plan
BANGKOK, Thailand (June 26, 2002) -- The Government Savings
Bank has shelved a plan to issue new savings lottery tickets
for retired depositors in light of the cabinet's recent agreement
to issue new bonds to refinance debt of the Financial Institutions
Development Fund. The state bank had previously announced it
would launch a new lottery programme offering annual interest
rates ranging from 3-4% to raise up to 20 billion baht in fresh
funds. GSB officials fear that the launch of new lottery tickets
now would cause confusion among depositors and potentially cut
interest in the new savings bonds. SOURCE: Compiled by LI staff

Voters Distracted by World Cup and Lotteries
BANGKOK, Thailand (June 15, 2002) - Bangkok residents are likely
to be too distracted by the World Cup, horse-racing and lotteries
to vote in upcoming city and district council elections, a report
said Saturday. City hall had revised its prediction of voter
turnout downwards from 50% to 40% for the Sunday elections,
in which voting is not compulsory, the Bangkok Post reported.
A spokesman for the Democrats, one of the parties fielding candidates
said that many of its supporters would be preoccupied with the
fortnightly official and underground lottery results, with the
winning numbers drawn Sunday, he told the daily.
